It sounds logical \u2013 but it doesn\u2019t go far enough. <\/p><p>This is because some EPR costs are incurred <a title=\"Information on participation in the packaging register\" href=\"https:\/\/www.verpackungsregister.org\/systembeteiligung-und-datenmeldung\/systembeteiligung\">regardless of who handles the administration<\/a>: contributions to take-back and recycling systems, government fees, guarantees, and disposal costs. A service provider can review and optimize these items\u2014but it cannot eliminate them entirely. <\/p><p>When making a make-or-buy decision, what therefore counts is what the internal organisation actually costs:<\/p><ul><li>Research and review of legal obligations<\/li><li>Research into and verification of the systems and, where applicable, authorised representatives abroad<\/li><li>Registration and contract management with public authorities, systems and third parties<\/li><li>Processing and checking quantities<\/li><li>Preparation and timely submission of reports<\/li><li>Monitoring deadlines and legislative changes<\/li><li>Communication with public authorities, registers and systems<\/li><li>Corrections, late entries and internal coordination<\/li><\/ul><p>And then there are the costs that don\u2019t appear on any invoice: the product launch that\u2019s on hold because a registration is missing; the report that\u2019s left undone because the only person trained to handle it is off sick; the regulatory requirement in the new sales market that simply nobody was aware of.  <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-e79fd4a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"e79fd4a\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-4b35dc7\" data-id=\"4b35dc7\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9e62f46 elementor-widget elementor-widget-heading\" data-id=\"9e62f46\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Country and region combinations: the key factor<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-940795c elementor-widget elementor-widget-text-editor\" data-id=\"940795c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>For the purposes of economic assessment, we use the term \u2018compliance unit\u2019. <strong>Each cell represents a combination of a destination country and an EPR area.<\/strong> Germany + packaging: one unit. Add electrical components and batteries, and that makes three in total. If you also deliver to France and Austria, that figure rises to nine.  <\/p><p>And these nine cells are not identical copies of one another. The following differ from one country to another: <\/p><ul><li>Manufacturer definitions and registration bodies<\/li><li>Take-back schemes and reporting frequencies<\/li><li>Product and material categories<\/li><li>Duties of authorised representatives<\/li><li>Rules on labelling, documentation and retention<\/li><\/ul><p>The EU Packaging Regulation (PPWR) <a title=\"EU Packaging Regulation (PPWR) on EUR-Lex\" href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2025\/40\/oj?locale=de\">will take effect in phases starting in August 2026<\/a>. It harmonizes packaging requirements\u2014but does not replace national registration and reporting processes. You should check the specific transition periods for each target market.  <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-c128c98 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"c128c98\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-f8b02d4\" data-id=\"f8b02d4\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6a180f3 elementor-widget elementor-widget-heading\" data-id=\"6a180f3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Break-even: What does an internal hour really cost?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e226f73 elementor-widget elementor-widget-text-editor\" data-id=\"e226f73\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Gross salary alone is the wrong metric. What matters is the total cost: employer contributions, workspace and IT, management, holiday and sick leave, further training, time spent on coordination, and overheads. Depending on the role, this can be significantly higher than the calculated hourly rate.  <\/p><p>The formula:<\/p><p><strong>Economically justifiable service provider fee = hours of work saved \u00d7 full cost rate + additional costs saved + risk costs avoided<\/strong><\/p><p>Calculation example: A company with four compliance units requires around 200 hours per year internally, provided that the registrations have been granted. In the year of the initial registrations, the workload is significantly higher due to the necessary preparatory work and the establishment of partnerships. Let us consider a year in which all registrations have already been granted: At a full-cost rate of \u20ac75, this amounts to \u20ac15,000 in internal labour costs for 200 hours of work. A full-service solution reduces the workload to around 40 hours (data provision, approvals, checks) \u2013 leaving \u20ac3,000. With a service fee of \u20ac800 per country and sector, the total costs amount to \u20ac3,200 (plus tax). Savings: \u20ac8,800. This does not include fees and disposal costs charged by foreign third parties, although these would be incurred in both scenarios anyway. However, as your service provider, we can ensure that these are kept to a minimum, as we work with selected partners.<br\/>      <\/p><p>Important: This is an example, not a benchmark!<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-58667ff elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"58667ff\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-b3a83f6\" data-id=\"b3a83f6\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6198467 elementor-widget elementor-widget-heading\" data-id=\"6198467\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">When it\u2019s cheaper to buy in-house\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7645ae8 elementor-widget elementor-widget-text-editor\" data-id=\"7645ae8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Internally, it pays off when the obligations are stable and manageable: just Germany, just packaging, accurate data on materials and quantities, few reports per year, and clear lines of responsibility.<\/p><p>When it comes to compliance with German packaging regulations alone, outsourcing faces legal limitations anyway: German companies subject to these requirements must <a title=\"Information on data reporting to the Packaging Register\" href=\"https:\/\/www.verpackungsregister.org\/systembeteiligung-und-datenmeldung\/datenmeldung\">submit their LUCID data reports themselves or through authorized employees<\/a>. External service providers may prepare, review, and assist with the process\u2014but they cannot simply take over the submission itself. Exception: foreign companies without a German branch that have a designated authorized representative.  <\/p><p>The situation is different when large volumes of packaging require a <a title=\"Information on the declaration of completeness in the Packaging Register\" href=\"https:\/\/www.verpackungsregister.org\/systembeteiligung-und-datenmeldung\/vollstaendigkeitserklaerung\">certified declaration of completeness<\/a>. In that case, the amount of data required, the depth of the audit, and the time pressure all increase significantly. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-5287eb1 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"5287eb1\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-616410c\" data-id=\"616410c\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-89a3d05 elementor-widget elementor-widget-heading\" data-id=\"89a3d05\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">When full service pays off<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-caf3ade elementor-widget elementor-widget-text-editor\" data-id=\"caf3ade\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The benefits become apparent as soon as several factors contributing to complexity come together. For example, if a company places packaged electrical devices containing batteries on the market in Germany, obligations under <a title=\"Packaging Act (VerpackG)\" href=\"https:\/\/www.gesetze-im-internet.de\/verpackg\/\">the Packaging Act (VerpackG)<\/a>, <a title=\"Electrical and Electronic Equipment Act (ElektroG)\" href=\"https:\/\/www.gesetze-im-internet.de\/elektrog_2015\/\">the Electrical and Electronic Equipment Act (ElektroG)<\/a>, and <a title=\"Battery Act Implementation Act (BattDG)\" href=\"https:\/\/www.gesetze-im-internet.de\/battdg\/\">the Battery Act (BattDG)<\/a> may apply simultaneously, depending on the manufacturer\u2019s role and the product. <\/p><p>Electrical and electronic equipment must be registered with a brand name and product type before being placed on the market\u2014without registration, <a title=\"Section 6 of the ElektroG \u2013 Registration and ban on sale\" href=\"https:\/\/www.gesetze-im-internet.de\/elektrog_2015\/__6.html\">distribution is prohibited<\/a>. Marketplaces and fulfillment service providers are not permitted to process unregistered products. The quantities placed on the market must <a title=\"Section 27 of the ElektroG \u2013 Obligations to report quantities\" href=\"https:\/\/www.gesetze-im-internet.de\/elektrog_2015\/__27.html\">be reported regularly in Germany , in some cases even monthly.<\/a> Companies without a German branch office <a title=\"Section 8 of the ElektroG \u2013 Authorised Representatives\" href=\"https:\/\/www.gesetze-im-internet.de\/elektrog_2015\/__8.html\">must also appoint an authorized representative<\/a> in Germany.   <\/p><p>For batteries, manufacturers must either participate in an <a title=\"Section 7 of the BattDG \u2013 Organisation for producer responsibility\" href=\"https:\/\/www.gesetze-im-internet.de\/battdg\/__7.html\">approved producer responsibility organization for<\/a> each category or fulfill their extended producer responsibility individually in accordance with the legal requirements. Battery categories and relevant quantities must be updated on a calendar-year basis. <\/p><p>Even within Germany, several registration, contractual and reporting processes run in parallel. The real work happens beforehand: Which company is the designated producer in the relevant country? Which packaging components form part of a product \u2013 and how much do the cardboard, film, label and filling material weigh? Is it a domestic or commercial appliance? What type of battery is fitted? What quantities were actually placed on the market in which country? In which category should which material or product be reported? And in terms of total weight, number of items or sales unit?<br\/>       <\/p><p>If this information is missing, even the best service provider will be unable to produce a reliable report. A full-service solution therefore offers the greatest added value when it does not begin at the portal stage, but starts right from the outset with data requests, product classification, plausibility checks and quantity allocation \u2013 and when we are able to assist you with data preparation. <\/p><p>Even after outsourcing, responsibility remains in-house: coordinating data, reporting changes to the portfolio, checking and approving reports, and monitoring the service provider.
